In 2007, the officers and members of The Most Worshipful Hiram Abiff Grand Lodge Ancient Free and Accepted Masons & Nellie Dowdy Grand Chapter Order of Eastern Star had a vision to enhance the work of the craft and order by establishing a building fund. This building fund would ultimately help increase the impact on the community in which they served.

Two years later, in 2009, the membership voted to change the name of the building fund to honor two pillars of our great jurisdiction- Past Grand Master, Most Worshipful Charles V. Anderson and Past Grand Worthy Matron, Sister Tommie L Webb.

By changing the name of this building fund, it allowed both the Grand Lodge and Grand Chapter to expand their vision beyond a building fund by establishing the Charles V. Anderson and Tommie L. Webb Emeritus Scholarship. They both respectfully had a vision to serve children and help further their education by providing academic scholarships and book grants once students graduated from high school.

In 2018, the Tennessee Jurisdiction was saddened to announce the passing of Grand Worthy Matron, Sister Sylvia T. Talley- another pillar in our organization. Her dedication to the Order of Eastern Star and student success presented an opportunity to enlarge our efforts and continue her legacy.

In 2022, the Charles V. Anderson & Tommie L. Webb Emeritus Scholarship was incorporated with the State of Tennessee and registered with the federal government as an IRS 501 (C) (3), non-for- profit organization under the name Anderson, Webb, and Talley Foundation.

On behalf of the organization, we would like to extend our utmost gratitude to the memories of Sisters Tommie L. Webb and Sylvia T. Talley, for their hard work and faithful dedication to this organization and community. Special thanks to Most Worshipful Charles V. Anderson, for his continued service throughout the community.

Here we are, 26 years later, humbled and grateful to continue their legacy by hosting the Annual Anderson, Webb, Talley Foundation Scholarship Banquet Dinner.
